Most people do use it as OK but it has become a bit of a white supremacist sign too - initially used to troll people but has been used sufficiently enough to be a WS symbol in it's own right. It could of course be an Illuminati symbol too! I must admit to using it (albeit with a side to side motion) when in the car towards another driver who has shown exception skill in order to show my appreciation.
