What is this ?

Has anybody got a clue as to what this is ?
It was given to my wife by the old couple next door, it consisted of the wooden stand, a black metal rod, 4 small rubber ”O” rings and the 2 glass
bulb shaped thingies that have 2 holes in each. I put the thing together the way it was logical to me (it could be all wrong ) but WTF is it and
what is it used for. We are too embarrassed to ask them next door what it is.
Thank you very much for the present, we are going to get a lot of use out of it, and by the way WTF is it ?

I had thought of plants or some sort of air freshener but have never seen anything like it ever.
Maybe I’ll tell them I use them in the car for pissing on long journeys
