you don´t need a new PC or anything else if you playing BF4 before.
i play BF1 now for 2 or 3 days and with "normal" settings i have over 100FPS ingame on a 64slot server. so all fine with my old GTX 760 and i guess with your newer 960 you will be able to play in high or ultra settings as well.
my PC specs are:
AMD FX-8120
24 GB Ram
GTX 760
Win10 pro
Had a couple of times where the frame rate dropped to about 25 from about 80 but that could be the PC doing something in the background. Even on big maps with loads of players and a busy TDM map it played well so if your PC can play BF4 without any issues then it should be OK.
My PC is getting to the age where I need to upgrade motherboard, CPU, RAM rather than individual components so it will do for now.

same here. in bf4 its a huuuuge difference but in bf1 not. strange....Ran in ultra for a while and was getting 50fps. Couldn't really notice any huge differences.
